The 15th of Adar ushers in the springtime, and all of the repairs that winter made necessary. So too, the courts open up. And also the administration of some judgements (including sotah and eglah arufah). And public waterworks. Also, when the sages (of the Yerushalmi) cite a verse about the person with tzaraat, and why. Plus, description pertaining to the wars of Gog and Magog, and the bones that would be in evidence and why marking graves is essential. Also, decrees regarding kilayim (mixtures in planting), to ensure the observance of these halakhot. Plus, the court’s ability to declare fields ownerless… And the court’s ability to establish a leap year (but not during a leap year). Plus: Moneychangers for machatzit ha-shekel, and when they would take a collateral (and when not). Even kohanim had to give the half-shekel. The role of the kohen demands our attention here.
